The previous tie-in novels and comics to Shinkai's movies are all published in English, some by Vertical, Inc. and others by Yen Press, so expect it in English from either of those publishers around the same time that the movie is released in the US and Canada, in early 2020.

It means the movie will apply for an Oscar nomination in 2020. The rules for that state that the movie must have at least 1 week theatrical run in Los Angeles, thus the movie will be available there for short before it gets wider national release.

Shinkai has confirmed that the film will get a worldwide release, and releases have already been decided for 140 countries in North America, Europe, Asia, and South America, exceeding the 130 for Your Name. GKIDS announced that they had acquired the North American rights to the film, and will screen an awards-qualifying run in 2019, followed by a theatrical release in early 2020, with Japanese and English language options.
