For a long time, A career criminal has been the force to fear in their town. They are well known far and wide for their reputation. No one has been able to outsmart them or take them down until, a career detective with a similar history on the other side of the game gets caught up in the middle of the situation as they bring her in, she quickly realized she may be outside her own league. Desperate to prove herself quickly, she takes charge of the case. From then on, both the criminal and the officer, fresh from her graduation face off in a game of intimidation.

A group of mysterious villains known as "The Alliance" sets a trap for the Taxpayer. They imprison him, torture him, and make plans to publicly crucify him. Local janitor Richard Randolph rounds up retired Superheroes, and hatches a plan to rescue the Taxpayer. The villains stage a public rally, where many citizens come to watch the Taxpayer's crucifixion. The heroes invade the bad guy lair, and a large battle ensues.
