In the car chase scenes Tom is able to out drive the FBI, especially around corners, even though he is in a panel van versus their high powered vehicle. This is a common failing in American super cars due to a variety of factors - heavy engines, rear wheel drive, torsion bars adding rigidity front to rear, lack of sophisticated electronic traction controls. They'd have more chance catching up around town in a slower US vehicle or one from Europe where many have development origins as fast pursuit vehicles from the 1960's in the UK and Italy and beloved by gangsters, upmarket buyers and Police alike.
