This is not explained in the movie. It is up to the viewer's point of view. We learned that Jay's father is a U.S Army Colonel, thus, we can assume the following scenario: Jay follows his father path and joins the military, Jay becomes skilled in his field (remember in the original timeline that J is proficient at investigation and police work, and K sees him as suitable for the job), MIB looks for a candidate among army officers and notices J potential. Finally, The agency recruits him.

Rip Torn isn't in the movie, because he was arrested after breaking into a closed Litchfield Bancorp branch office in Lakeville, Connecticut, where Torn maintains a residence. He was charged with carrying a firearm without a permit, carrying a firearm while intoxicated, first-degree burglary, second-degree criminal trespassing and third-degree criminal mischief. The Connecticut State Police said that Torn broke into the bank thinking it was his home. On December 14th, 2010, Torn pleaded guilty to a litany of charges: reckless endangerment, criminal trespass, criminal mischief and the illegal carrying of a firearm and was given a two-and-a-half-year suspended jail sentence and three years probation.
Apparently, the British station "Channel 4" broadcasted the Chinese version in which several scenes at the Chinese restaurant were already cut for its theatrical release because of the assumption that the image of China could be corrupted. For its broadcast on "Channel 4", additional cuts were probably required because some violence was cut as well and some swearing was also removed.
