Apparently Ray Liotta, as one of the "good guys" felt that he should dislike the actor playing a "bad guy", John Mahoney, both on and off the set; when he saw Mahoney in wardrobe or makeup, he would either rush out of the room or immediately end all attempts at conversation. At the end of the shoot, Liotta smilingly approached Mahoney and told him it was a pleasure to work with him, to which Mahoney replied, "I wish I could say the same."

The title refers to a clause that renders many ex-soldiers ineligible for medical benefits who might be suffering from war injuries.

In one scene, Kiefer Sutherland wears a OD green "boonie" hat pulled over his eyes. This is a tribute to his father, Donald Sutherland , who sported this look in the film MASH (1970)

Filmed at St. Mary's Hospital in Kansas City, Missouri. St. Mary's was closed in 1988 and used as a storage facility for Trinity Lutheran Hospital, and was not occupied at the time the movie was filmed. Trinity Lutheran Hospital suffered the same fate in 2001. St. Mary's was razed in 2002. The site of the Hospital was 1/2 mile south of the Hallmark Cards World Headquarters. It was also just south of The Liberty Memorial a WWI museum and memorial. It can be seen in the movie as a tall tower.
